Summary: After helping them escape from the Crimson Cowl’s Masters of Evil, Hawkeye offers to become the Thunderbolts’ leader. His offer comes with difficult conditions and, while the 'Bolts are coping with it, Hercules seeks revenge on Atlas.

Melissa recalls her life after leaving home. Baron Zemo and Techno make their way to South America. Gayle Rogers tracks Dallas Riordan to Arizona.

The Masters are Cyclone, Flying Tiger, Klaw, Man-Killer, and Tiger Shark.

Continuity: A real turning point for the T-Bolts as Hawkeye takes over. One reason that Dallas is in such a hurry to get rid of Gayle is that she is about to head to South America. Songbird makes a curious mistake while recounting her role in "The Avengers Under Siege!" (1986/05/01): She says that she and the Grey Gargoyle were sent by Zemo to free Moonstone. In fact, Moonstone had already been busted out by the Absorbing Man and Titania; Mimi and the Gargoyle freed Yellowjacket.

Comments: A bit half-hearted and self-important. The battles are frustrating because they are never finished, and it is the author, as much as the Bolts, who doesn’t seem to quite know what to make of Hawkeye.
