Summary: In lower Manhattan, Tony Stark guides the Initiative Thunderbolts as they corral a renegade superhero called Hurricane. In action: Bullseye, Moonstone, Penance, Radioactive Man, Swordsman and Venon. The Green Goblin and Songbird appear in a final montage.

Continuity: An interim event, set after Civil War but before Osborn takes over the team. Radioactive Man wears his new costume.

Comments: A perfect demonstration of everything that is unpleasant about the Initiative team, with no suggestion of the elements that could make it worthwhile.
